Leadership of Dr. Bernard Lee
Dr. Bernard Lee is a pioneer in interventional pain management with over 20 years of clinical experience. He is the Founder of Singapore Paincare Center and serves as the Chief Executive Officer of Singapore Paincare Holdings Limited, which was listed on the Singapore Exchange in 2020. Singapore Paincare Holdings is Singapore’s first publicly listed pain management group.
Under the leadership of Dr. Bernard Lee, Singapore Paincare has expanded its medical network from 9 to 18 locations island wide within just two years, adding physiotherapy and Traditional Chinese Medicine (TCM) to its range of pain care services.
Since the Group’s initial public offering (IPO), Dr. Lee has guided it to record top- and bottom-line growth. His leadership also led Singapore Paincare to win the Brands for Good Award 2020 (Leadership for Good category), reflecting his dedication to community work, public education, and quality pain care services. Additionally, its specialist clinic, Singapore Paincare Center, was recognized as the Winner of Pain Care Centre of the Year Asia Pacific 2020.
Dr. Lee also founded the Singapore Paincare Academy to train the Group’s allied health and medical professionals—including TCM practitioners, therapists, and physiotherapists—ensuring they are well-equipped to provide accurate pain diagnosis and treatment using the proprietary Painostic approach.
Pioneering Contributions to Pain Management
As one of Singapore’s pioneer interventional pain specialists, Dr. Lee has played a key role in advancing pain management services:
- Tan Tock Seng Hospital (2002 – 2007): Established the Chronic and Interventional Pain Management Service and served as Director of the Pain Management Unit (Department of Anaesthesia). He also introduced Singapore’s first intensive rehabilitation program for complex pain conditions.
- KK Women’s and Children’s Hospital (2009 – 2018): Founder and Director of Singapore’s first Women’s Pain Centre
- Franco Vietnamese Hospital, Vietnam (2006): Set up the pain management department.
Dr. Lee pioneered knifeless surgery, leveraging state-of-the-art solutions, such as laser and balloon injections to treat conditions such as slipped discs, nerve compression, arthritis, and frozen shoulder. Trained in medical acupuncture, he integrates evidence-based practices with interventional pain procedures to provide multi-dimensional treatments tailored to patient needs.

With a strong passion for teaching and mentoring, Dr. Lee has actively contributed to medical education:

Qualifications & Community Contributions
Dr. Lee obtained his Bachelor of Medicine and Surgery (MBBS) from the National University of Singapore (NUS) in 1994 and later earned a Master of Medicine (Anaesthesiology). He pursued sub-specialty training in pain management and was awarded Fellowship of the Faculty of Pain Medicine (Australian and New Zealand College of Anaesthetists, Australia).
Beyond his medical practice, Dr. Lee is deeply committed to giving back to society. Since 2010, he has been actively volunteering in elderly homes and senior centres, providing free medical consultations and treatments to underprivileged patients annually.

Dr. Yoong Chee Seng

Senior pain specialist with 20+ years’ experience in interventional procedures, medical education, national guidelines, and public-private healthcare leadership.
Prior to entering the private practice, Dr. Yoong was the Director of Chronic Pain Service in Changi General Hospital (CGH) from 2015 to 2020 and the Chief of that Department of Anaesthesia and Surgical Intensive Care at CGH from 2006 to 2012.
Dr. Yoong started the Acute Pain Service and the Chronic Pain Service in CGH in 1998. In 2005 he became the first local graduate of the Fellow of the Interventional Pain Practice (FIPP), with significant interest and experience in chronic pain interventional procedures. His other interests include ultrasound guided chronic pain interventional procedures and regional anaesthesia. He is a member of the MOH Opioids Committee, since 2018, that had just recently completed its task to publish the first national Opioid Guidelines.
Dr. Yoong trained in Pain Management in Australia in 1998 and in 2008, at the Sir Charles Gairdner Hospital and Royal Perth Hospital respectively. He obtained his Master of Medicine (Anaesthesia) from the National University of Singapore (NUS) in 1994.
